It can likely be a brandable domain with very little keyword search traffic. I have a handful of domain names on my list that i plan to use for business in the future, but have not regged it yet. They are 2-dictionary word combinations that are very brandable in my view. But since the word combinations are a bit obscure, i was betting nobody doing research on available handregs would spot them. And sure enough, 3 years have passed and they're still unregged up to now. Saved me about $500 so far. lol
Also, some domains sound brandable and cool, but they may have acquired multiple drops on their whois data. Something like 5 drops. Usually for most domainers, multiple drops is proof that nobody wants the domain and they will avoid regging it. So they remain available for reg.
But end-users don't care about drops. Sometimes the reason why a beautiful domain gets 5 drops is because they get transferred from 1 domainer to another and offered for sale. There was one domain before that i was tracking to catch on the drop. But everytime it drops, an extremely fast domainer would beat me to it (not Andrew) then he puts it "For Sale". I don't want to buy the domain for $1,500 that was worth just 1.99 (with Godaddy coupon) just a few minutes ago. So i let it pass another year. Then another year. Until domainer gave up and drops it. It was the domain's 4th drop, and finally i was able to reg it, and now i'm using it for an e-commerce site that is now earning revenue.
