Ideas for volume link building?

I'm looking for ways to get a lot of links without being penalised by the search engines...my site is in a very competitive area & I'm currently losing out to competitors who have thousands more links than me. They are mostly low PR, but I've built up a few high-quality links and it hasn't made an impact.

Can anyone suggest some reliable ways (or sites) for volume backlinking? Please don't reply saying 'Submit articles to websites and add your link to directories' - I want specifics. Which sites? How do you know they're worth the time? Etc. I have already submitted to a lot of websites.

I have a reasonably high budget.

sam320, if your website is quite new, this could be the reason that your high-quality links do not show an effect. It's possible that your site is simply not shown for a competitive keywords if it's new, even if you have a few good backlinks. The mystic sandbox effect...

Older links

I'm getting beat by someone who has well aged links from a wordpress template sponsorship. The other guys website is in the footer for a theme that is well used.

That said I think the main value is not just the number of links but the fact that they are aged. Anything you do think long term placement.
