I want to create a forum, which domain you think is better?

I want to make a forum, there are 2 domain name I've own

1) forum.****.com.** (a normal, .com.xx 2-level domain)
2) a domain hack

Which you think is better?
I think using a domain hack seems better, but locals think .com.xx is better because it represents it is a local website

To be a bit clear, For example I want to create a forum , theme is eagle

I have got
eagle.com.tw (it can be eagle.com.tw/forum or forum.eagle.com.tw)
and
eagl.es

Which do you think it is better?

I wouldn't use .com.tw unless you are targeting that country which I guess must be the case and then I would go with that over the hack unless the hack really suits the theme.

I would normally advise generic, but you're hack is so nice I'd use that.

I would also go with the hack. It's short and memorable. I have a hack that I'm going to make into a forum as well, Rant.in.

I would go with the brandable option up front (eagl.es) then use the support name(s) with SEO to drive traffic. Not just Eagles.com.tw but as many variations of those words and others that are pertinent. You can capture the traffic by forwarding it.

From that point you can monitor traffic origin and type in search phrases. You will see which name actually generates more traffic.

I like the hack but IMO the first might be a better choice especially for seo reasons.
