I need a photo site made!

i have a domain and everything but i need someone who can do the following:

create a photo site.. where users can REGISTER.. upload and add captions to photos..

i want to have my own logo and site design.. like colors...

i also want a feature done where i can choose a PHOTO of th week...

i want the winner to be at the top right or something... that says photo winner of the week..

I would suggest you to use CopperMine and setup the site. It works really fast and you can make your custom template with it.
