obviously , if anyone wishes to learn website developing he needs to know HTML & CSS first. HTML and CSS are the basic block of web developing. For building a static website there is no other option except the HTML & CSS.

Take a look at w3schools for ideas. You could develop into a tutorial site for learning CSS and HTML.
