How can one verify that a domain is eligible for transfer to a buyer?

A domain has a 60days transfer lock , starting the day it is registered.
If the domain isn’t yours you can check Whois and see the day it is registered.
Some registrars allows a “push” , you can push the domain on the same registrar but the buyer needs to create an account on the same registrar !

How can one verify that a domain is eligible for transfer to a buyer?

Two things a domain is locked for 60-days after registering or if you moved from let's say dynadot to godaddy (within last 60-days), you wouldn't be able to move to let's say namecheap for 60-days.
