How to make a Newsletter in HTML format?

I'd like to create a newsletter in HTML format? What software should I use? Is Adobe Indesign okay?

I want the HTML newsletter embedded with clickable links since I will be sending it to my mailing list.

put this on top
<meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-1" />
and design using absolute path/url for images
images must be stored in your server

you can either use aweber.com or getresponse.com as both supports ascii or html sending
