How to achieve high PR?

I wonder how can I make my domain name high PR? I'm asking this, as I've seen a domainer that has a PR5 domain and it was registered just 4 days ago. So, there is a quick way to reach high PR for your domain. I wonder how? Do you guys know?

Get links to your site from other pages with high PR. They should contain content relevant to your site; ideally. (don't use link farms)
