How secure is "verified PayPal"?

I have a domain purchase offer from a forum member who has 0 feedback and wants to pay by PayPal - he says he is verified there. We're talking about a nominal amount of money (about $100), but I'd still like to be sure I'll get paid. Is "verified PayPal" reliable?

(P.S. The guy has been a forum member for almost 2 years, which I guess is worth something. Still ....)

Based on my limited knowledge, it means that Paypal has verified his card number and thus allow him to do transactions beyond a certain value.

It is more to do with creditworthiness than trustworthiness

There is no magic bullet against a chargeback, unfortunately.

A member PM'd me to suggest sending the buyer a "service" payment request. He says people can't get refunds for services bought through PayPal, so the danger of a chargeback would be removed. Barring a stolen account, I guess that would work.
