How do I get a domain that is used

I want to get a domain name that seems to be taken according to godaddy.com.
When I go to the website it says that "this site is parked free courtesy of GoDaddy.com" What's this mean? How do I contact the person who owns the site? How can I get it?

Check their whois information using godaddy or domaintools.com

It just means the owner has not developed the site yet.

As RyuKenLi suggested, do a whois search - http://who.godaddy.com/whoischeck.aspx?

Then contact the owner directly, either by email or phone.

How can I get it?

The only ways you can get it, are by purchasing it from the current owner, or waiting to see if the name drops (expires) and using a backorder, or chasing it manually. Keeping in mind, the better the name, the more people will be wanting to grab it.

I agree. The person probably has not changed the nameservers yet and is still working on there site. I've done this w/ a couple DNs before.

Check the whois and contact them, with a reasonable offer.
