Hello.

If this problem just happened yesterday, then I would try again because I found PayPal to be very slow yesterday, and had to make three attempts to make a payment.
If you have had this problem for some time, then it sounds as if your account may be on hold for some reason. You should email or telephone PayPal's customer support.
As for transferring money to your bank account; you first have to register that bank with PayPal and they will make two small deposits into it which you will have to confirm back to PayPal to prove that you are the person with access to that account.
I hope this has been of help to you.

Regards

Ralph.

After the implementation of new policy in India, you will be unable to pay merchants from your PayPal balance.

You may want to first secure your domain name renewal using a credit card or some other alternate payment source, so as not to lose the name, especially if your email has already been cutoff. The longer you wait to renew the name the more problematic it may become.

Also, Paypal should definitely have more precise and in-depth information regarding any and all changes in country policies when using their services. They should also be able to help explain why you are having trouble making payments if it is something other than the aforementioned. You should consider contacting them, if you have not already done so, via telephone, to discuss the issue directly with one of their customer service representatives.

You need to have a credit card attatched to your paypal account as per the new RBI and paypal policy. The rule is from 1 March and without a credit card you can't pay, actually you can't pay from your paypal balance but from the credit card attatched with your paypal account. This way i loose a few thousands every month to paypal and sbi, now you too enjoy losing on taxes.

I won't trust anybody else but these days paxum is also a solution, don't know if its for Indians. But if you have a bank account you can ask people to deposit money directly to it.
