Please help me. I have found a .de that I would like to purchase. I do not have a German presence. How can I proceed? Can I use GoDaddy?

I think most of the premium-priced registrars, specialising in ccTLDs will provide you with German address or proxy-registering. Do some googling and you'll find alot of possibilities!
