Getting Traffic to a Forum (like this)/Other Questions

Firstly, I'm definitely new to web development. This is my first site. I think I've managed well so far, though.

Basically my big question is this: how can I get interest/traffic to my site? Here's my site: http://www.yougovernment.com/phpBB3

Secondly, how can I edit some settings on this site? How do I get, for example, a customized banner along the top of the site with my site's name on it? Additionally, in the future, should I want to add advertisements to this site, how might I do that?

Any additional comments/suggestions would be appreciated. Thanks!

I'm new to this too, but...

I don't know how much help I can be because I'm new to web development too. I have been screwing around with it about 3 weeks now. Everything that I have learned so far was because of google searches, so my advice is to do a few and see what u can learn that way. Do you have access to customize your site? You need an ftp server, which I found for free by searching "free ftp server". I use smart ftp, and like it so far. You need to learn how to write html; also learned on searches.

I just bought pokeronlineforum.com which is a site that already is set up and estabolished, and am currently trying to get it uploaded to the domain. I think it should be up and running in a few days, so check it out if you like poker. I like politics so I will check yours out periodically.
