is a CityState.tv a good name to reg if the city has over 100,000 people and is in the top 10 fastest growing cities over 100,000 people in the United States?

For the same amount of effort you could develop for a larger more lucrative market.
If you just want to flip the domain I wouldn't count on finding a buyer, how many TV domains does a town of 100K really need and CitySt.TV isn't even at the front of the line for the 1 or 2 endusers that might be looking for a name.

Well if it doubles in population over the next 10 years (which is a generous guess) you are still only looking at 200K people.
