G Blacklisted Domains for sale?

I've just got into the whole domain game, After some recommendations I found Flippa as one place to buy and sell domains

The first listing I saw was described as
14 yrs old, premium, category killer domain. 24,900,000 searches per month

and is currently going at $16,000. Pretty impressive. I checked and it appears to be blacklisted from Google. I did a search to see whether this was allowed to be listed and couldn't see any reference to it in the terms and conditions

I just saw another one on afternic which sold for 75,000 which also appeared to be banned

Is it allowed for these people to be selling domains banned from Google? and if it is allowed, why are people prepared to pay high amounts?

Please excuse if it's a stupid question, I am new to this. Will appreciate any advice

Of course it's allowed. Google isn't yet God. Although it may seem like that sometimes :) There are many stupid people around with money to burn. Some of them are Domainers.

There is no ruling that your domain cannot be Google blacklisted..Of course, it would be considered good business practice to make buyers aware of such a thing..One thing to remember is that just because a domain isn't listed in Google doesn't mean it's blacklisted. Also, you can always get a domain un-blacklisted from inside Webmaster Tools.

The bidders may not be aware the name is blacklisted or may not care...Being new to this game how are you so sure the domains are blacklisted?

It's possible to get a domain relisted by contacting google and letting them know you just bought it.

Does this actually work? So you just need to say "I just bought this domain. Please unblacklist it" and they unblack-list it? In what time frame? This somewhat goes against Matt's experience in his Bodis thread, where he states categorically that ever since Bodis was created he has never once seen any domain unblacklisted.

This is good idea, I have heard that when ownership of domain is transferred then Google can remove any penalty it has applied to previous domain name owner.

I believe it's actually called a "reconsideration request" and I believe it can be done from inside Google Webmaster Tools:

Google may look at the whois or do some other kind of checking (as well as checking out the website) to make sure it's under a new owner or is not violating anymore webmaster guidelines. I've personally had one domain that I knew for a fact was blocked..I submitted a reconsideration request after buying and re-developing the domain and sure enough -- It was unblocked..It took some time though it definitely wasn't overnight, but I don't remember exactly how long it took as that was probably 3-4 years ago...

I'm not certain- I just checked with a couple of tools on the net that will supposedly give you some idea. (as far as I know there is no way of definatevely knowing) I can't post the link as I don't have enough post but you can google "Google Banned (blacklist) Checker". I also did a site:domain.com and saw no results. I'm also aware that google isn't the be all and end all, but for a domain like this sold as a 'category killer' and on the benefits of xxx searches per month, at such a high price I thought it would be strange to be banned

I read was possible to get it unblacklisted by submitting reconsideration request but from reading around there was come conflicting information, for example:

In the past, I would have said, just submit a reconsideration request and hope that Google trusts that you are starting new. And that is the advice given in the thread.
But after sitting in a site clinic with Matt Cutts at PubCon. At about 10:51 PST, Matt said that when it comes to domains that were banned or severely penalized, it is just easier to start with a fresh new domain. I am not quoting Matt exactly, but he basically said that it is easier to start from ground zero then starting from 100 feet under ground. Yes, a penalized site seems to just have to work its way up from a negative state to get to level starting ground and often, it might not be worth the effort.

Some other source I read said "they are worth less than $0" and not to bother

The best way to check if a domain is blacklisted by Google is using this tip:

1- Go to this link: https://api.bodis.com/domainclassification?domain=changethisforthedomain.com
2- Change "changethisforthedomain.com" for the domain you wish to check.
3. If in <bodisadvertisements>primary</bodisadvertisements> appears as "primary" the domain is not blacklisted. If you get "secondary" instead, then the domain is blacklisted.
