Blacklisted domains - Questions

Before purchasing a domain, I've read that it's advisable to check to make sure the domain has never been blacklisted. I have a few questions on the topic of "blacklisted domains":

Q: What entities can blacklist a domain? I know of Google, but who else?

Q: What websites would you recommend I use to check if a domain has been blacklisted?

Q: If you purchased a blacklisted domain, does it necessarily mean that you wont be able to sell it for profit?

Q: Can a formerly blacklisted domain be taken off the blacklist?

Q: Are blacklists universal? What are they really?

Thanks. (I did a forum search but couldn't find exactly what I was looking for. If anyone else has blacklist-related questions, please feel free to post them here.)

Where do you go on Archive.org to tell if a site has been banned by Google?

I think this is to see what was on the site. I've used this many times... but not for domain buying/selling (as I haven't started yet.)

When I try it, no matter how often I shift and reload, everything is banned from adsense, including Google.com - on isbanned.com

I have a name that some of these tools say are banned, including bodis and other parking places, but I can serve Adsense. I've had the techs look at the site when it was up and they couldn't give me an answer. Why not? I'm guessing that the previous ad account was banned and not the domain. Either way I find it devalues the property and apparently too many of these companies are holding on to old data.

You're right! I think isbanned.com is BS.
Could they be capturing all these domains for themselves. How would we know? Maybe someone can view sourcecode and look at what the set up is. I wouldn't know what to look for.

I put in my personal website's domain name... which has never been owned. (It's a penname.com that I'm sure has never been used.) I don't even use adsense on there... and whatdya know? It's BANNED by adsense, supposedly.

I've tested some of my domains that I came up with... all come up as BANNED.

I don't think it's accurate at all.

Why is it that every domain I enter at isbanned.com all of them result in banned?

Right! Exactly. It doesn't make sense unless it's completely inaccurate.

I know there's no way my personal website/domain is banned. I don't even have a newsletter to capture emails. I'm not selling anything on there. I have no affiliate links or ads on there. It's just a plain blog with pages of my short stories.

I'm pretty confident my site /domain is not blacklisted.
