I just tried to register a .eu domain through godaddy and received an error message that I could not register because my contact info was not european. I did not realize this was a constraint. How have other people registered foreign domain names?

Either by being in Europe, getting someone to do it for them, or just lying I suppose.

and to add to that if you know a partner or someone in Europe it would also be best to let him/her register it for you.

so are you saying this is a definite restriction? what about the .ca name that someone here just registered, were they in canada? I would think that an anonymous registration would suffice??

You're free to take your chances, but I remember that the .eu registry specifically stated that they have restrictions in place to lessen the chance of speculative registrations.

so goes with other country .tld like that of .us they're now not allowing whois protection on domain registrant's info it would be best to have someone in that country that you can trust and really know to get their country .tld if you really want it.

Well don't even consider this option.

Most countries with limitations on foreign registration ,don't allow proxy registration either. Any person found registering on behalf of a foreign registrant would themselves be liable for fraud in a lot of countries.

we're speaking the same thing actually read my orign posting as well and based on that i really will shy away from doing this not unless the partner im talking about here is your real business partner and an offline office branch in that particular country, im sorry if you see it differently as different countries will have different opinions on it.

for example: if you main office is in Philippines and you want to get .us domain it would be best to protect against fraud and scamphishing to have an onfflline branch as well in the .us getting a .com and .ph will be not difficult for me. but getting .eu is something like putting my domain at risk if i don't know anyone there, and to trust on internet is very childish nowadays.
