When doing outbound sales which leadership level should we contact via email marketing of our domain???-

CEO/CMO/CFO
VP
Director
Head
etc

Also considering the domain value
Below 10K
10K to 50K
50K to 100K
100K to 500K
Above 500K

For example if domain value is between 10K to 50K which level personnel should we email like VP or Director or C-level, etc.
