Yea, they are the new IDN cctld extentions [top level domains].
Now for the other question. It depends on the local cctld [and who manages it] weather or not it would be aliased to the new IDN cctld.
So, take for example United Arab Emirates.
Their current ascii cctld is .ae
Their new IDN cctld will be .امارات
If the same agency manages both cctlds, they can choose to alias one to the other, or not. ICANN has mentioned that it's up to the cctld operators to decide which route to take.
