So some of my friends regged a famous person name in a couple extensions to put up a parody site up about the famous person.

Now the domains are a direct Famous-Person.co.uk and Famous-Person.eu. Would this be a threat of legal action if the famousperson decides to pursue the domains in question?

That's the most likely scenario. He can get that domain if the famous person aggressively wants your friends' domain.

Alanis Morrisite got the domain Alanis.net from a domainer a few years back. Although the domain was just a common girls' name, but it was parked.

Anybody can sue, but it doesn't mean they'll win. There are thousands of fansites with celeb names in them and as long as you're not doing the celeb harm and show a legit claim on the site it's not likely anybody will care.

The site will be like a funny/serious "You suck" sight. Not contributing to the famous person in question but actually making fun of him and his company.

Ideally non-commercial fan or parody sites (note the bolded word) can work.
But since they appear to be ccTLDs as you posted, you might want to check
for governing rules and decisions of their jurisdiction like Europe.

They may see things similarly to the U.S. that they're okay, they may not. It's
not something they're forced or required to agree with.

As long as you don't plan on profiting commercially, use slander or otherwise use the domain in bad faith, you should be fine.
