I visited a domain name that was listed as not available for registration and the page said the domain was expired, how can i obtain it now

i looked into snapnames i am confused though the domain i want is registered at Registration Technologies, they are not on the list of partners, i placed a bid in but is there a better place for me to grab this particular name
