Yes that is correct, at least for Dotster. I have a flock of the little buggers now and no earthly idea of what to do with them. Certainly will not be renewing them next year at Dotster's regular price of $15.45.
I have a small monitor and Dotster's order page is set with a defined width. For some reason there is no scroll bar and the first two inches of the page is off the screen to the left, and cannot be reached by any means that I am aware of. This is not a big problem for most things as the type-in boxes extend into the accessable portions of the page --- except for the little check box required for accepting the terms of service.
That little box is visible for a half second while the page is loading and then scoots out of reach. I have found with experimentation that if I fill out all the other information and click to complete the order the software will reject the order and refresh the page, keeping the entered information and giving me a half second to poke at that box. I have marked on my screen the three places where it can appear and I wait like a hunter, usually snagging it in two or three tries.
