Dot Net Question

What are the "rules, thought processes, recommendations, strategy" on buying dot nets? If there is a dot com with traffic, baclinks, etc. and the dot net is available, why wouldnt somebody pick it up and try to get some of the traffic from the dot com?

Traffic leak from .com to its .net counterpart is really near insignificant from my experience.

I generally go for popular keywords, common dictionary words but they only occupy a tiny fraction of my entire portfolio.
