ICANN is getting ready to deliver a resounding blow to domain crime, by changing the domain transfer process, once again.
Any change to a domain’s contact info would be considered an update that requires the domain registrar to lock it down for 60 days.

Beginning on December 1st, registrars are required to send emails to the registrant to confirm changes whenever they are made; once confirmed, these changes would cause domains to be nontransferable for the following two months.
It appears that pushing domains between accounts would also lock down the domain, if the source and destination WHOIS info differs in as much as one letter!

I contacted Fasthosts after your post to get some clarification.. this is what they answered

I prefaced by saying that I wanted details on the new Dec 1, 2016 rules that are going to come in effect.

>> Fasthosts Rep: "As long as it is from one Fasthosts account to another Fasthosts account, there is no restriction on that one. The only restriction is when transferring to a different registrar- a different company that is."


Then I said DEC 2 2016, I buy a name, I can transfer to another fasthosts account 2 days later? (to eliminate any confusion)

This is a crazy rule. I'm sure it's made with the best intentions with regards to security. It should be an optional rule for those who know they won't be selling their domain.

Do read this !! (as far as I presume transfer out after a FREE PUSH/MOVE wouldn't be possible for 60 days ; but after a transfer or free PUSH / MOVE , another free PUSH / MOVE wouldn't be locked down for 60 days, but transfers would (or am I wrong) ?

Several problems this change will bring are already in the thread mentioned above.

I've always thought that privacy meant that the registrar was holding the domain in his own name as agent of the registrant. If this is so, then removing privacy is effectively a change of registrant.

Basically, if you buy a domain and it gets pushed to you (within the same registrar), you won't be able to change it for 2 months? Well, that's going to be annoying sometimes. But, nevertheless, it might actually help improve the quality of the domain trade if it limits everyone from flipping domains within 2 months.

The only main time I find this to be a nuissance is if there's less than 60 days (or slightly more) of registration left on a name you buy from someone as it forces a renewal at that registrar. Some registrar renewals being around $20 or so which you might try to avoid..

Other than that, the new buyer just needs to be notified to move it out after 60 days...

From what I understand you can still push the name to another user within the same registrar, but the new owner would have a fresh 60 day registrar lock

====> This suggests that after free PUSH not only 60 days transfer lock, but also 60 DAYS FREE PUSH-lock will apply ! I find this simply "NOT DONE" AND A RIDICULOUS POLICY. (I found already the 60 transfer lock after simply registerring and transferrring in, so ridiculous, and with no valid reason). But the new policy is MUCH MUCH WURSE, if they don't change this back again soon after 1st december.

You are absolutely right, Obama is the one to blame here, he's also responsible for that ugly graffiti at your district and smell of urine right next to it, nevermind the broken windows. But as soon as Trump is in the Office, we will change that and make domains transfers great again!

Change of Registrant
Starting December 1, 2016, new ICANN regulations covering changes of Registrant go into effect. This ICANN regulation is covered within the Inter-Registrar Transfer Policy covered on ICANN's web site at https://www.icann.org/resources/pages/transfer-policy-2016-06-01-en. We have updated our Terms and Conditions as a result.

New regulation overview
Until December 1, 2016, the Inter-Registrar Transfer Policy only covered domains transferring from one registrar to another. As of December 1, 2016, the policy now also governs change of Registrant within a registrar. Most notably, the new regulations mandate the following:
  • Any material change to a Registrant for a domain is to be considered. A material change is anything other than a simple change such as to correct a misspelling.
  • Confirmation is to be sent confirming the changes and is not to be made by the registrar until confirmation has been made.
  • Both the prior Registrant and new Registrant are to be notified of the changes.
  • Any impacted domains are to be locked from transfer to a different registrar for 60 days unless the new Registrant opts out of that lock.
How has NameSilo implemented these new requirements?
We have endeavored to balance the requirements of the new policies and requirements with the ease-of-use our customers have come to expect when managing their domains with us. To that end, we have leveraged ICANN's allowance of a Designated Agent to both approve changes and opt out of any mandated transfer locks when changing Registrant information. In short, you explicitly permit NameSilo to act as your Designated Agent for purposes of compliance with the aforementioned policies. We have therefore updated our Terms of Service within the "AGENTS AND LICENSES" to grant us the ability to serve as your Designated Agent allowing us to automatically approve changes of Registrant and to explicitly opt out of any associated transfer locks.

What changes can I expect?
The only change you will notice related to your domains registered with us is that our system will send an email notification to Registrants if their information is changed. Also, if the email address is changed for a Registrant, both the prior and new email addresses will be notified. These emails will include the new Registrant information being used as well as a list of impacted active domains. If you have domains with other registrars, you may want to inquire as to how they have implemented the necessary changes to determine if there is a larger impact to the management and ability to transfer your domains. We strongly recommend not changing Registrant contact information if you would like to transfer a domain to us, as doing so could result in the domain being locked for up to 60 days.
Can I opt not to have NameSilo serve as my Designated Agent in relation to these policies?
No, you cannot. All users in our system must agree to our Terms of Service which contains the Designated Agent provision.

Just found this out tonight from a Godaddy rep.
Godaddy applies this (60 days lock for transfer out, after MOVES/PUSHES already for several months).
Lots of other registrars wait till the 1st of december. And a lot of registrars and domainers don't know this yet.
So : If you want to change something -(other then at Godaddy) => Hurry : only 12 days left !
Point is that only regisrars profit from this : you won't be able to transfer out to another registrar because of a transferpromotion after a FREE PUSH, and this for 60 days

hmm. i dont think this is real... - Im sure by 2016/cusp of 2017 resistrars know that 98.99 percent of all reg's are domainers

furthermore, half of the end users who have more then one name are due to the push of a name invester..

(And don't you know : Godaddy is already applying this partly for a very long while now => after PUSH in any case 60 day transfer out lock. Don't know if after push, new push also will have to be 60 days. but information about this seems to suggest this Not all extentions would be affected ; f.i. the cctlds wouldn't). It's one mumbo jumbo.
But the info I get about this gets more and more disastrous. Emails from several registrars are coming to tell about this in my emailbox.

BUT I HOPE THAT THEY WILL CHANGE THAT VERY SOON BACK AGAIN AFTER THEY INTRODUCE IT ON THE 1ST OF DECEMBER.

As it's not running yet fully =>By the end of the year and certainly in the beginning of next year lots of people will be surprised, and then I think they'll see the consequences and I hope a VERY BIG PROTEST to ICANN ABOUT this ridiculous new policy will come.. .
