Domain Transfers and WHOIS Change..

I have several domains registered with GoDaddy. I change the whois is information and then requested to transfer a domain to another registrar. Becuase I recently changed the WHOIS info, they are telling me I have to wait 60 days before they will transfer the domain. Is this common practice for all registrars if you change the whois information before a transfer, or specific to GoDaddy?

Yeah I've had this problem before
I always make sure I transfer my domains away from them before changing the whois info
