Are there any reputable domain registrars located outside of the USA that you all can recommend?

While Namebay.com is a little more expensive than your average registrar, prices still remain acceptable if a portfolio is not too large, has been in operation for many years, is located in the Principalty of Monaco; support answers (even by phone: when I had to call them once, I had instantly a real person on the line!). I keep there a few domains that I consider particularly valuable and want to be at a safe place. Interface available in several languages, including English.
Regarding options in Canada, you might consider Rebel.com. My only caveat is that they don't send a courtesy warning message before a domain name is transferred, stating that anyway one needs to have authorized a transfer. True, but for a registrar targeting especially domainers, at least the option to have a courtesy message sent before a transfer would seem to be a plus - one is never too cautious these days. I have suggested them to add the option at least.
