The company DSPA BV is a Dutch company operating currently on the domain name local CCTLD .NL - DSPA.nl and appears they now want to own the domain name DSPA.com again but have chosen to go via WIPO instead of acquiring the domain name privately, They did own the domain name until 2015 but let it expire so why wait 5 years now to come after the domain name?

Didn't the company website run for five years?
