Has google started to reset pageranks of dropping domains?
i cant find any domains with real pagerank on "Daily Dropping Domains List"
i was doing checking job a few months ago and finding a lots of domains with pagerank on daily lists.
Does anybody know anything about that?

It all depends on how long the site has been on a decline.

I am still looking for a good tool to check pagerank any suggestions.

Google does reset PR when a domain is deleted.

However, because the Toolbar PR ranks shown for deletes and registrations are only updated every six weeks some trailing domains may still show as having PR when they delete.

The general rule of thumb is to search Google for "info:whatevername.com" and see whether it returns anything. If it doesn't return a result, then the PR has been reset.

I should also add that you should be extremely wary of any PRs you do see listed. For most deleting domains, the PRs they had during their lifetime were forged.

Google will delete the PR if you buy a dropped domain. Don't waste your time for PR. It's better to buy old, expired domain and to use normal link building and internal SEO.
