If google says that «extension doesn't play any significant role in promoting a site» then why when we search in google the first results are from our country and .com, .net, .org and never extensions from foreign countries?
It seems that google consider that we do care for our country and do not care for other countries. So if it's true and if we want to promote our site outside from our country we need an extension like com, net, org.
So it's wrong to say that «extension doesn't play any significant role in promoting a site by google»

I've got plenty of .ca domains on the first page of google.com, and I've seen .it, co.uk and others on the same page - as long as they are in English. And yes the extension can play a part - when you search for example on google.ca and select 'pages from Canada' the .ca extensions get an extra boost up. I'm sure every country level google search does the same.

Remember google weighs domain/website age as part of its search algorithm and many .com, net, org etc websites have just plain been around much longer than cctlds.

As whitebank intimates an extension can help with regional results. If your extension is for another region then it will rank lower than a site that is targeted exactly the same that has an extension for that region.

Another thing that can have an effect is the IP address the web site is on. If the website is for example allocated to the US then it is less likely to show high in the regional results in the UK (of course this is dependent on other factors as well)
