Data Base Development

I have a domain name that I want to finish developing. It will be a site connected to an immigration site that I also own. I am in need of a database and I'm useless when it comes to this. Can someone give me an idea of a ball park figure I would be looking at. I need to get some idea of cost so I can budget for it in the near future hopefully. It needs to be able to take input from guests visiting the site as well as them being able to search the data base for various criteria/results.
