Mobi and .com web developer needed

i am hoping I can find someone here to help me with my new project.

I need two sites built that will have the same functionalitys.

I need the .mobi site to be .mobi compliant 5 of 5 .

I need someone who can create a database.

I need someone who can help me get the hosting set up when the site is finished.

I need someone who speaks good english and can communicate by telephone.

Budget is under $1500.
