.com drop process??? Confused...

Can someone help me with this? I am confused about when a domain drops. Does it happen at a certain time each day or what???

Domain drop

I think they drop at the time they were registered, but I'm not sure if that's true or not. I found some other posts about this that may help:

It sounds like they start dropping about 2PM on the last day.
