Hello, I am thinking of developing a CMS, but I am not sure what exactly to include. What does a CMS really do? Does the CMS allow the user to create their own templates, or select from premade ones, or both? Are they like blogs, where the user justs types in the info and press submit? Are there comments? What other features are there? Thx to anyone that can help! (and possibly rep)

I feel it is worth developing your own custom CMS. It's a nice touch to add to your clients websites. I have a basic mySQL database and php files (just finished an asp one too) for my CMS and then I just tweak it for each individual website I add it to.

Like I said mine is pretty basic which include an admin area where a uers logs into. Then they pick a page and different sections of text for that page can be edited, different images can be uploaded and displayed.

Stat by making a 5 page website which includes a nav at the top and dynamic text below. Make it so you can edit the text for each page in an admin area. Then work from there. Tweaking parts to make the layout be customised and extra things like images added. Be sure to check out current CMS around by downloading free demos etc.
