I have a hard time figuring out why someone would pay millions for it. A U.S. government agency certainly wouldn't.
By the way, you must be missing a lot of offers since the contact email address listed on the landing page uses a domain that is not registered:

I think there are better and safer domains at that price range.

If enduser -- then I think that would vary on the enduser's domain need. ie What categories could a domain like CIA.com be a strong suit for? A security or research group? A news company? Imagine seeing a known national news organization quote, according to CIA.com, etc...

They wouldn’t spend anything to acquire the .com. FBI.com is another example of something that seems like a slam dunk until you think it thru... https://www.fbi.gov/You would know more about LLL.com, and 6/7 figure domains than me, so I'll take your word for it.
