Then attempt to do a domain transfer in GoDaddy. It will let you know if the domain has yet to be unlocked and ask you for the transfer code before any payment.

You can do a whois check and look at the status. If the status is clientTransferProhibited then it is locked.

Ya, that means it's unlocked and can be transferred to another registrar.
