GoDaddy Domain Buy Service on locked account?

My Godaddy account is permanently locked and it stills contains domains I want to keep. All efforts to unlock this account account have failed.

Can Godaddy's "Domain Buy Service" be used to transfer domains from a locked account?

Specifically, does it work on a locked account? Will Godaddy handle the transfer automatically without requiring me to log into my locked account account at all?

are you still listed as the registrant of the names? (in the whois)

if you are, call customer service. ask them to assist you in transferring the names to another registrar.

Yes I am still the registrant of the domain names. These domains are still under the 60 day lock until mid April. Godaddy customer service will help your transfer a domain on a permanently locked account?

This seems to be a growing trend among new domainers lately. Did GD give you a reason for the lockout? How do you know it is a permanent lock and not just the typical 60 hold?

I was told to email picture ID but then they permanently locked me out.

then hit them up and fax them a copy

You should provide them Photo ID to unlock your account. This is the only way you maybe able to transfer out or may get your account back.
