Can ISP Put Limits on Speed of Whois Lookups?

My whois software, (softnik DoNA), has slowed down to, about, the speed of a bad telephone modem connection. I'm on cable and recently upgraded to 3 Megs. I've ruled out RAM, OS and prog settings- I checked them out- and have narrowed it down to a cache file for the app that's hidden, (and that I'll have dig for), to something that is going on from the ISP end or to the whois putting breaks on the lookups when my IP shows up. (thing is, it's all of the tld registries- not, just one.)Hoping someone could fill me in on the protocol. Hmm... just thought of one more thing to try- maybe if I redownload the app. Regardless, I am still interested in knowing what kind of controls the ISP's have at their fingertips to censor or control the flow.

There has never been problem w/ that before. It's something new- it changed fairly close to the time I upgraded to 3 meg- hmm... I wonder- everything runs a bot faster except for the bulk whois searches. Searches are really slow- like 30 sec to look up a name. A couple of weeks ago it was about 5 sec- faster if multiple connections are factored in..
