Can I use GoDaddy's webbuilder if I buy a domain elsewhere?

Why not just hire someone to build a site for you or learn to hand code it? You could also use Dreamweaver of something of comparability.

No, I am pretty sure you can't. You would be better off buying the domain from GoDaddy and paying for the additional website builder service. Your domain will only cost $1.99 with the purchase of website builder. Not bad

Really depends on the size of the pictures... if they are less than 1MB each, then 50mb should be okay
