question Calling Eastern-European Investors - .RU and .PL ccTLD

Quick question - can anyone buy and sell .RU and .PL domains? Or are their restrictions / paperwork to fill out?

I have been told that for .RU domain sales, it's necessary to fill out a special Application and take it to a Registrar office (or to a Russian Embassy / Consulate) or get it legalized by russian lawer. Can any eastern-european domain investors confirm this?

Is this also necessary for .PL domains, or are the rules softer for .PL?
