.ca Domains - Only For Individuals/investors/businesses Based In Canada

I was looking to purchase a .CA domain name this week, but at a few registrars, it's stated that .CA domains are only for entities based in Canada (or that have legal representatives there).
Is there any way around this? Is there a registrar that offers a "representative" (.CA-based) service to enable the domain registration?

Thanks for your insight in advance.

This link will explain CIRA and registering .ca names. www.cira.ca
I have never heard of a way for a non Canadian or anyone without a Canadian presence obtaining a .ca name legally. CIRA does random searches on name ownerships and keeps tabs on all registrars.
Anyway check out the CIRA link above, this will give you a full understanding.

Some registrars offer a trustee service where they will use their business details to cover the required information for you. I believe Hexonet offers this, EuroDNS does, 101domain does as well.

Still have to make sure they are CIRA accredited and are allowed to act as a "Presence"
They are funny about that and if not totally on board, they will take it.

A few years ago there was a popular registrar doing it but without the proper credentials from CIRA
- they had it removed rather quickly!

Thanks for the information.
As is it not legal (in Canada) to send unsollicited commercial emails offering the domain names, I have decided to not register any .CA domains.
