Short version:
1) find broken links
2) use outreach to notify webmasters of the broken link and ask them to link to you

Obviously, you need to have content worthy of replacing the broken link! You also need to find the contact info for the webmaster of the site (not always easy) and should take a good look at the site first to see if it's worth the effort.

Low risk, potentially high reward.

Use your imagination !

For starters, you can look for sites in your niche that have pages with links to other sites and see if any of those links come up with a 404. There are Chrome plugins that will find broken links on a page.

There are a lot of ways to do a lot of things, some easier than others. With links, it's all about risk tolerance. This is low risk, no footprint, and can also bring genuine traffic.

One more tool in the toolbox.

(BTW, nobody types url after url into a backlink checker - you automate the discovery part.)

This is a little off-topic, but Xenu, Google Webmaster tools, Screaming Frog ...

Broken links TO your site ... Google Webmaster Tools will help you find some of them, so will ahrefs.

Then you cross them off your list and move on to the next one. You won't have 100% success. If it's not a quality site they probably don't care, if it's an abandoned site you won't get a response, if your replacement page / site is much lower quality they won't go for it.

In your outreach, get a dialog going first - you're helping them improve their site by pointing out the broken link.

I recently used that tool (way better than the others I found from a search).. and found out that I had a whole bunch of broken links (spam/garbage sites) hidden in the footer text (website was hacked awhile back and I didn't realize it!)

Pretty sure, because of those links,my traffic dropped..

So Google (yahoo/bing/etc) may be my friend but experienced forum members are my mentors!.
