i would not say rciep links are not being considered by google at all. if you can get a link exchnage arrangement with a quality site that is relevant to your niche, then by all means go ahead. its just too much work and very little return for which most people dont bother with link exchange. a quality recip link is lot better than an irrelevant link from a low quality site. if you can get relevant quality one way links, then for sure that would be lot better

Generally I dont use link exchange at all. I prefer one way links. It is low in risk. Sometimes link exchange may help to get high PR. But high PR does not means high SERP. So why do we risk our site for low benefit?
