Kind of like seeing a vacant lot that is being used for a parking lot. You drive by and say "damn - that should be a high rise. Meanwhile the owner is counting his quarters while the value rises.
Sure he could hire an architect, dig a hole, build the high rise, sell the units out. Or he could enjoy life and sit on it for 10 or 20 years until someone who really, really, really wants to build a big barn to house crazy people (

So build a high rise, or sell the undeveloped lot to someone who has their own plans and agenda. Sell on potential, or sell a dilapidated, failed attempt at developing.
