I was intending to register a Turkish domainname since i have a strong personal interest and connection to the country. In order to find out if foreigners can register a Turkish domain, I needed to email the registry which includes filling in a form to create a NIC handle. This I have done, of course without providing any credit card info
So I got an account at nic.tr now and the question was posted. I just wonder, if someone would accidently enter my account and try to order a domain, you cannot be invoiced? I did not enter my CC details of course because I am not sure yet if I will register the domain, so I guess any registration attempt would just get stuck when the person unwantedly entering the account would not know my C-card data? Otherwise I better just await the response to my question and then cancel the current account (re-creating a NIC handle can always be done when the decision would be made to register the domain)
PS registry site seems very decent, everything is very well explained, and it seems quite secure as well with a NIC handle, security questions, etc.
