Are .tl domains worth registering?

I've found a .tl domain that sold for $1,000,000 + but in a .com extension and just wondered if it was worth the $40 regfee?

It's a poor country and I don't think there is a large base of end users with deep pockets.
I would stay away. IMO it is best to only register domains that you are willing to develop if they don't sell.
