I'm sure I've probably read through hundreds of posts that touched on this slightly in one form or the other, but after all my time in this forum, I'm still a bit sketchy on this one.

Say I purchased the domain StudyBank.com *example*

The actual domain is very very similar in that it uses a generic word relating to education and than appends the word bank.

Assuming I had absolutely no bad faith intent or prior knowledge of an existing TM at the time I purchased the domain... But afterwards, I discover that there is a developed site at StudyBank.co.uk. The site seems to be a commercial arm of a regional college, which makes sense given the name.

Would this example be generic enough for me to approach the .co.uk owner and make an offer to sell them the .com?

Honestly, I don't think they would be interested, given that it's a regional college in the UK. They probably have no need or desire for the .com, but I'm just trying to get an idea of whether or not this would be legally acceptable.

StudyBank is not a generic name. Study is. Bank is. StudyBank is a composite that can be trademarked easily.
