Any connection between reg and renewal cost

I have a premium .property (a fruit with malic acid), and renew it for 22 every year. Now if I want to transfer it I have to pay 3 figures. But it looks like I can renew for 22 evey year.
Can the registry block cheap renewals? Can then I claim it is unfair. Any rules?

I see many .tv drops. Maybe they were purchased cheap. and later .tv registry might have increased renewals suddenly.
