Besides Godaddy for their limited $1 domains, there was Directnic's $3.99 offer which has been ended. Any current domain registrars that offer cheap .com domain registrations?

Usually. Cheap .com registrations, have problems with the registrars offering them. I wouldn't like to register a good quality .com with a cheap registrar. Too much hassle. Time is money. People often forget that part of the equation. I like to keep my domain registrations smooth and simple without any hassles with a registrar. So I don't registrar shop. I choose a good registrar which offers the mix of services I need, as the most affordable price. Which the registrar doesn't need to play around with their offering in order to make back their loss-leading prices for their discounted domain registrations. But that's just me
