Of course every backorder available is taken and domainers will look to take advantage of the City of Chicago - who operate on the .net. There is NO legitimate use I can think of. None.
They don't need the .com but it's probably an easy way to make a couple of hundred bucks - is what someone is thinking.
The bright side?
Domaining/Cybersquatting? The least corrupt thing going on in that town.
