According to iwebtool out of 40 datacenters only 7 are showing PR3. further more you said this site is not new. According to WHOIS on the domain this domains "Creation Date: 02-Oct-2006" just 2 months 4days old.

Hmmm, I think its already considered that when you have PR 3 datacenters you'll call it PR 3 website?

Do you think 2 months and 4 days old is new? :-S It's how you'll make the site.. it does not really depend how days/months your site is, but it depends how your visitors visit on the site everyday and how you update the website template..
